Agricultural management bill scales second reading in Ogun Assembly

The proposed law will boost investors’ confidence in the agricultural sector, enhance agricultural productivity, strengthen food security, and create jobs.

A bill seeking the establishment of an agency to manage agricultural land, regulate and promote responsible land use, has scaled the second reading at the Ogun State House of Assembly.

The bill passed the second reading on Wednesday, following a motion moved by its sponsor, Mr Waliu Owode (PDP-Ijebu East), seconded by Mr Folawewo Salami (APC-Ifo II).

Supreme news reports that the bill is titled “Ogun State Agricultural Land Management Agency Law, 2025”.

Owode explained that the proposed legislation was designed to provide a comprehensive framework for responsible and inclusive land-intensive agricultural investment.

He added that it would establish clear guidelines for land acquisition and use, while also addressing related matters.

He described the bill as long overdue, noting that it would enhance land tenure security and proper land use.

“The proposed law will boost investors’ confidence in the agricultural sector, enhance agricultural productivity, strengthen food security, and create jobs.

“It will also increase internally generated revenue for the state and help to reduce land-related disputes that have continued to hinder agricultural growth,” he said.

Corroborating the sponsor, the Minority Leader, Lukman Adeleye, and Mr Oluseun Adesanya (PDP-Ijebu North-East), described the bill as critical in addressing issues of land acquisition, especially within the rural communities.

Adeleye posited that the bill would remove existing restrictions limiting farm expansion and promote transparency in land acquisition.

According to Adesanya, it will ensure that the interests of traditional landowners are adequately protected during land allocation processes.

The debate was later adopted through a motion moved by Owode, seconded by Mr Adebisi Oyedele (APC-Ipokia/Idiroko), and supported by other lawmakers through a unanimous voice vote.

Responding, the Speaker, Oludaisi Elemide, emphasised that the bill would curb illegal occupation and misuse of agricultural land.

According to him, it will also help to restore farmlands in line with global best practices and strengthen land management in the state.

He, thereafter, committed the bill to the House Committees on Agriculture, as well as Lands and Housing, for further legislative action.
