Kaduna State has once again affirmed its reputation as one of Nigeria’s most reform-focused subnationals, clinching the second position in the 2025 Subnational Ease of Doing Business (EoDB) Rankings released by the Presidential Enabling Business Environment Council (PEBEC).

The newly published report showed Kaduna posting a score of 65.1 per cent, reflecting notable improvements across key business enabling indicators.

They included infrastructure quality, digital connectivity, land administration efficiency, power reliability, availability of skilled labour, taxation processes, trade logistics, and commercial justice services.

PEBEC assessed all the 36 states and the FCT using 16 indicators and 36 sub-metrics, identifying strong performers and areas requiring urgent reform.

Lagos State topped the chart with 85.6 per cent, followed by Kaduna. Oyo, the Federal Capital Territory (FCT), and Ogun completed the top five with scores of 62.7 per cent, 61.0 per cent and 59.9 per cent, respectively.

Reacting to the development, Kaduna State’s Commissioner for Information, Malam Ahmed Maiyaki, said Gov. Uba Sani hailed the ranking as “a testament to the State’s commitment to creating a transparent, efficient, and investor friendly environment.”

He quoted the Governor as commending the state’s agencies for driving reforms that continued to position Kaduna as a preferred destination for investments and sustainable economic growth.

The report further highlighted five priority reforms recommended for all states: establishing investor aftercare systems, expanding MSME credit access and harmonising interstate trade regulations.

Others were strengthening commercial justice mechanisms, and enhancing electricity reliability in industrial hubs.

He said, “These reforms aligned closely with Kaduna’s current business-enabling agenda.”

PEBEC described the 2025 Subnational EoDB Reports as strategic tools for shaping policy decisions, attracting investments, and enhancing long-term competitiveness, particularly under the $750 million State Action on Business Enabling Reforms (SABER) programme.

Established in 2016 and chaired by Vice President Kashim Shettima, PEBEC continues to spearhead national and subnational reforms aimed at eliminating bureaucratic bottlenecks and improving Nigeria’s overall business environment.

Kaduna’s strong ranking reinforced the state’s ongoing commitment to deepening reforms, driving economic expansion, and ensuring a stable and attractive climate for investors.
